How many people should die before G7 put public health before pharmaceutical profit?

I am speaking about the journey from HIV 2001 to Covid19 in 2021. Governments are leaving the decision on supply, price and allocation to pharmaceutical companies. Basically leaving pharma to decide who lives and who dies.
