Policy Analysis and Advocacy

Advocacy on financing and delivering health care, UHC and access to medicines at international fora such as WHO, donors and developing countries.

Producing policy papers, targeted briefs, publishing articles on variety of issues: hospitals, Hepatitis C, Ebola, UHC.

Previous experience includes:
-
Lead Oxfam’s work on access to medicines including: market and policy analysis, intellectual property, pricing, R&D, pharmaceutical sector, quality of medicines, and procurement and supply chain.

Co-chaired a task force to develop the Global Fund policy on “in-kind donation”to deal with conflicting views on the issue. The work included commissioning and managing research and formulating a policy resulting in the Global Fund board rejecting “in- kind donation”. The policy was later adopted by UNITAID.

Lead the policy development and advocacy of northern NGOs at the Global Fund on on Affordable Medicine Facility for Malaria. The policy rejected a separate budget line for the project.

Lead a team in designing and implementing the Oxfam HIV and AIDS strategy.
Research
-
Currently rsearching and summarising updated information on COVID19 for sharing with Arabic speakers via social media.

Research on the role of the Global Fund in access to medicines.

Research on “out of pocket financing in Vietnam” and internal Oxfam research paper.

Systematic review of performance of malaria treatment providers. The study was used in advocacy with the Global Fund to reject allocating a special budget for the Affordable Medicine Facility for Malaria.

Participated in research on community-based health insurance inArmenia.

Integrating gender perspective in research, analysis and programming.

Applying participatory approaches and qualitative studies.

Leading a research programme on challenges of access to health and education in India, Ethiopia, Uganda and Nicaragua.

Participating in a baseline health research into the health needs of women in remote mountainous villages in Yemen.
Programme Support

Providing technical thematic support, strategic planning, monitoring & evaluation, training of project workers.
Previous experience includes:

Set up programmes for rural health care (India), managing an urban health centre for marginalised population especially women (Yemen), and health education programmes in Ecuador and Nazareth-Israel.

Set up an integrated health and HIV programme in collaboration with provincial and district government and local NGOs in Mozambique.

Set up, follow up and evaluation of community based health insurance projects in Armenia.

Trained Southern NGOs in health education, advocacy on UHC, gender analysis of health systems, access to medicines and financing healthcare.

Participated in strategy development for mainstreaming HIV into health and food security programmes in Southern Africa.

Provided technical and programme support for HIV prevention and care programmes in India, Ethiopia, Thailand.

Provided policy support to the Oxfam response to the Ebola crisis in West Africa.
Engaging with Multilateral Institutions
-
Was an NGOs representative in establishing UNITAID, then board member for 4 years. Currently working as a special key advisor to the NGOs board members.

Was selected as a member of the Expert Advisory Group of the UN Secretary General High-Level Panel on medicines and human rights, occasionally represented a panel member when she was not available.

Was a member of the World Bank Civil Society Advisory Group for 4 years.

Was an active member of the northern NGOs on the Global Fund board, including 2 years alternative board member. Also represented the three civil society delegations at the Medicine Committees at the Global Fund.
